What Does “Quality” Mean in Health Data Exchange?

We talk about data quality all the time—but what do we really mean by “quality,” and whose definition matters? As health data moves across increasingly complex networks and becomes the foundation for clinical decision-making, payer-provider exchange, analytics, and generative AI, the tolerance for uncertain or incomplete data is changing. This panel will explore how the industry defines, measures, tests, and improves the quality of exchanged health data.

Charles Harp will open the discussion from a PIQI perspective, sharing how the Patient Information Quality Improvement (PIQI) Framework approaches the definition and measurement of patient data quality. From there, panelists representing providers, HIEs/health information networks, and payers will bring their own perspectives on what quality means in practice, where current approaches fall short, and what is needed to build greater trust in exchanged data.

The discussion will move beyond any single tool or methodology to explore a broader question: How can we create meaningful, consistent approaches to data quality that support the next generation of healthcare interoperability and technology?
